MSDL01: The download speed is too low for the latency/bandwidth of the connection.

The attainable speed of a connection is normally governed by the service provider. However because TCP has to send data in batches and then wait receipt confirmation before sending more data, the latency of a connection can also slow the data flow. If the latency is high then the attainable bandwidth will eventually be governed by the route distance rather than the limit of the connection provided by the service provider. In the test being analyzed the download speed attained is both lower than the route speed and the bandwidth speed indicating that data flow is being affected by quality problems such as data loss. Quality problems occur when congestion is a problem and regulation exists solely because there is congestion. Simply put you only need traffic lights to manage contending traffic at a junction.
